Using the South University’s online library resources, identify and analyze a case of your choice (no older than 8 years) that you believe presents a conflict between public health, healthcare ethics, and current legal statutes (i.e., required vaccinations, no smoking policies, food/restaurant labeling requirements, school nutrition policies, etc.).

Then, take the perspective of a healthcare executive or professional solving a public health or ethical dilemma that your organization, community, and/or the healthcare profession at large are facing.

Based on your research and analysis of the case, write an 8–10-page proposal to other healthcare executives soliciting their support for legal reform with the state legislature. Include the following items in your proposal:

Explain the current conflict between public health, healthcare ethics, and the current legal statute you have selected. Use cases and outside resources to explain your position.

Heather was 24-years old. She was just beginning her second year as a 7th grade math teacher and was to be married to her high school sweetheart in two months. Heather was driving to school when she was hit by a truck that ran a red light. She sustained multiple fractures, head injury, and extensive internal injuries. Her parents and older brother were informed on arrival at the E.R. that her chances for survival were extremely low. She was taken to the operating room but after 3 hours of surgery with uncontrollable bleeding and several resuscitation attempts, she died in the O.R. A clinical nurse specialist, who is on the rapid response team at the hospital, was called to be with the family when they arrived at the hospital. She stayed with them after they received the news of Heather’s death.

Finally tertiary prevention by nurses involves follow-up care availability to the victim hit by the disaster. The three levels fall under the preparedness phase. SPARQ is an acronym for “Social Psychological Answers to Real-world Questions.” Each entry in the Solutions Catalog names a problem, and then offers a solution to that problem, based on a research study in social psychology.

To keep this assignment short and manageable, your only sources for this assignment should be from the SPARQ site and your course materials, such as your textbook. There is no need for you to cite any of the course materials. Therefore, no additional citations or references are needed, beyond those from the SPARQ site.

In this exercise, you will choose one of the entries in the SPARC site, and then write a two to three (2-3) page paper that meets the following requirements.

Begin your paper with a short introductory statement that clearly identifies the article from the SPARQ site that you are using, as well as the corresponding research article. Model your statement after the following example:
