HIPAA, for example, requires that health care organizations safeguard patient data, and there are serious consequences for breaches of privacy. Yet organizations have many types of sensitive clinical or administrative information they need to protect. To make their systems secure, health care organizations put in place policies as well as technical safeguards such as encryption and passwords. There can be a tradeoff, however, between system security and ease of use by health care providers.

Select a type of health care organization, such as an outpatient clinic, nursing home, or hospital, and a specific department or function in this setting, such as a nursing unit, radiology department, or admissions, that would make use of sensitive health data. Eighty-three percent of teens had at least one sunburn in 1999, whereas the comparable figure in 1986 was 30 percent.95 “Right now, we’re at the apex of the ‘bronze goddess era,’” said A toosa Rubenstein, editor-in-chief of Cosmo GIRL magazine.96 More than a third of the 17-year-old girls in a recent survey reported going to a tanning salon in the previous year.97 In 2009 the International Agency for Research on Cancer classified tanning beds as Group 1 carcinogens, meaning the evidence is sufficient for experts to conclude that the beds cause cancer.98 A scientific review of the tanning data found that the risk of melanoma increases by 75 percent if tanning beds and lamps are used prior to age 30.99 The American Academy of Dermatology Association (AADA) has urged the FDA to ban the sale and use of indoor tanning equipment for non-me dical purposes and has called for state or federal laws to, among other things, forbid minors from using tanning devices.
