Is it ethical of government to try to manage its financial obligations in the area of health.Mounting concern about the increasing incidence of obesity in many countries has sparked debate about the merit of an explicit

Background: The link between the consumption of high-fat foods and obesity is well established. Mounting concern about the increasing incidence of obesity in many countries has sparked debate about the merit of an explicit ‘fat tax’, aimed at either taxing foods according to their fat content or, more practically, taxing certain foods with a high fat content. Your Task: Your essay requires you to discuss the likely economic consequences and effectiveness of a fat tax at reducing the consumption of high-fat foods. Some Hints: What is the economic rationale for introducing a so-called “fat tax”? What does economic teaching suggest are the likely chances of a “fat tax” being effective in reducing the consumption of high-fat foods? What may governments do with the revenue raised by this tax in order to address the problem of obesity? Is it ethical of governments to try to change our eating habits? Is it ethical of government to try to manage its financial obligations in the area of health expenditure by influencing our behaviours? Taxes on cigarettes, on alcohol, on petrol, on pollution and the carbon tax in Australia have all been levied, at least in part, in response to concerns about health of individuals and/or the environment. (The experience of these taxes may or may not assist your assessment of a “fat tax” as a policy option, however these taxes are NOT the subject matter of this essay). Word limit: 1,500 words. Criteria for marking

The major payers in private healthcare (other than government programs) are employers, and this has been true since the inception of health insurance programs.

The major payers in private healthcare (other than government programs) are employers, and this has been true since the inception of health insurance programs. There are several reasons why this is so, but one of the main reasons is employees are a defined risk pool based on the work performed for the company. Healthcare insurance companies are able to predict the financial risk (as in an experience rating) taken by the type of employees. If, for instance, the work is dangerous or injury prone, such as direct care in a nursing facility, then the cost to insure that group would be higher than for employees working at a telecommunications office. Government healthcare programs, such as Medicare and Medicaid, do not measure the cost of healthcare by the experience ratings.

Based on your understanding of the topic, answer the following:

Can programs like Medicare and Medicaid adopt such methods to defray costs? If yes, how would they implement such methods? If no, what suggestions would you make to defray costs?
Most of those receiving Medicare and Medicaid benefits are not employed.

How can the recipients of these programs be categorized into different risk pools? Explain.
The aging population is a force in healthcare continuing to have a dramatic effect on the direction of healthcare services. Many have discussed the aging population as the reason for the rising cost of healthcare. The pre- and baby-boomer generation (1946–65) were less knowledgeable and informed regarding the health risks and, therefore, engaged in risky behaviors that increased their susceptibility to chronic healthcare issues later in life.

What does that mean to the viability of Medicare and Medicaid?
Regardless of how many changes are made to Medicare to try to keep it solvent, aren’t the sheer numbers of eligible recipients versus the ever decreasing number of people paying into Medicare the real reason why Medicare will cease to exist in its present form?

Do you agree with this question? Why or why not?
The British national healthcare system owns many hospitals and directly employs workers. General practitioner salaries are set by the British government. The funding for healthcare services comes mostly from the government. This is significantly different from the US healthcare systems. Consider the issues with government healthcare programs in financing and administration.

Would the US be able to transit to the British style of national healthcare? Why or why not?
In comparison to the British system and US system, what would be some of the challenges the US would face in adopting a national healthcare system? Discuss at least three challenges.
Employer-sponsored healthcare benefits should be maintained or done away with in favor of a government sponsored healthcare program? Why or why not? Think through this situation as representing both an incentive and a hindrance. If it is a hindrance, then what is it hindering in the way of government-sponsored healthcare programs?

Application

Leadership Theory Paper

Throughout this degree program, you have been exposed to many great leaders in nursing and health care. Reflect on the leadership demonstrated by individuals such as Dr. Maggi McClure, Dr. Diane Mancino, Dr. Karen Drenkard, Ms. Joan Marren, Dr. Leslie Mancuso, Maria Manna, and Dr. Kenneth Rempher. Great leaders share common characteristics. As you have heard in this week’s media presentation, leadership skills can be learned and developed. The first step in developing leadership skills is increasing your self-awareness of your leadership qualities and abilities. In order to be an effective leader, you must find a style, or styles, that meet both your needs and those of the institution. Complete at least one of the following assessment inventories.
Gallup Strength Finders
Myers-Briggs
DiSC

Review your assessment results, and determine your leadership style, strengths, and growing edges. Consider how your leadership strengths are demonstrated in your nursing practice. Then, review the list of leaders presented below.
Winston Churchill
Margaret Thatcher
Eleanor Roosevelt
John F. Kennedy
Martin Luther King, Jr.
Mahatma Ghandi
Rudy Guiliani
Abraham Lincoln
César Chavéz
Mao Tse Tung
Lillian Wald
Mother Teresa

Select one person from the list. Research that individual, and write a 2–3 page summary of the selected leader’s leadership style and specific leadership characteristics demonstrated. Include in your summary any strengths or characteristics you have in common with the leader you selected. Also include how your identified strengths demonstrate mastery of ANA’sNursing:Scope & Standards of Practice, Standard of Professional Performance: Standard 12: Leadership as evidenced in your nursing practice.

Due byDay 7. See the Week 1 Application area for complete instructions.

Identify demographic changes and challenges throughout the world.

The great thing about social movements is everybody gets to be a part of them.

—Jim Wallis

Learning Objectives
By the time students complete this module they will be able to do the following:

Become familiar with the concept of globalization and why it is important in today’s world.
Identify major global issues that sociologists and the public will confront in the future.
Examine why global problems occur from a functionalist, conflict, and symbolic interaction theoretical perspective.
Identify demographic changes and challenges throughout the world.
Examine the impact of urbanization on today’s societies.
Learn the difference between the concepts of first, second, and third world societies.
Learn about what social movements are and how they contribute to social change.
Examine major theories of social change.
Explore the issues of war and peace in society.
Welcome to the world of tomorrow—today. Scientists have long predicted that the world would look different in the future. This is particularly the case with the prediction of overpopulation, growing diversity, social change, environmental and technological concerns, and the looming possibility of increased warfare. Many of the changes that they predicted are here now. In the increasingly diverse world in which we live, people are more likely to be successful when they rise above stereotypes and discriminatory behaviors. We can use the knowledge we have gained about human behavior to meet global challenges and create a new future for us all. Major global problems will be explored in this module, along with the sources, types, consequences, and theories of social change.
