How can the recipients of these programs be categorized into different risk pools? Explain.
Private vs. Public Control

The major payers in private healthcare (other than government programs) are employers, and this has been true since the inception of health insurance programs. There are several reasons why this is so, but one of the main reasons is employees are a defined risk pool based on the work performed for the company. Healthcare insurance companies are able to predict the financial risk (as in an experience rating) taken by the type of employees. If, for instance, the work is dangerous or injury prone, such as direct care in a nursing facility, then the cost to insure that group would be higher than for employees working at a telecommunications office. Government healthcare programs, such as Medicare and Medicaid, do not measure the cost of healthcare by the experience ratings.

Based on your understanding of the topic, answer the following:

Can programs like Medicare and Medicaid adopt such methods to defray costs? If yes, how would they implement such methods? If no, what suggestions would you make to defray costs?

Most of those receiving Medicare and Medicaid benefits are not employed.

How can the recipients of these programs be categorized into different risk pools? Explain.

The aging population is a force in healthcare continuing to have a dramatic effect on the direction of healthcare services. Many have discussed the aging population as the reason for the rising cost of healthcare. The pre- and baby-boomer generation (1946–65) were less knowledgeable and informed regarding the health risks and, therefore, engaged in risky behaviors that increased their susceptibility to chronic healthcare issues later in life.

What does that mean to the viabil

Explain how classical conditioning can help in the treatment of the physical or mental health .

Explain how classical conditioning can help in the treatment of the physical or mental health .

Any topic (writer’s choice)

Paper instructions:
• Assignment: Part I: Applications of Classical Conditioning
In this week’s Discussion, you examine how classical conditioning influences emotional responses in humans. You begin to see how classical conditioning applies in everyday human life. Behavioral psychologists are interested not only in how classical conditioning affects behavior and emotion. They also are interested in how classical conditioning can be applied to improve well being. For example, a child with asthma may benefit from remaining calm during an episode of wheezing. To bring this about, a parent may give the child a specific stuffed animal to hold at bedtime when the child is sleepy and relaxed. The child begins to pair the feeling of relaxation with the stuffed animal. Then when the parent gives the child the stuffed animal to hold during an asthma attack, the child calms down and the severity of the anxiety is reduced. Chapter 4 in your textbook explains how classical conditioning can influence health in positive and negative ways. Understanding this information can help researchers find new ways to treat physical and mental health issues.
To prepare for this assignment:
• Review Chapter 4 in the course text, Learning and Behavior. Pay particular attention to the section on taste aversion and immune function.
• Think about a physical or mental health issue of interest to you (one that is not in your textbook).
• Consider how the issue you selected could be treated with the help of classical conditioning.
The assignment (1 page):
• Explain how classical conditioning can help in the treatment of the physical or mental health that you selected.
Support your Application Assignment with specific references to all resources used in its preparation. You are asked to provide a reference list only for those resources not included in the Learning Resources for this course.

Assignment: Part II: Extinction and Spontaneous Recovery

In Week 1, you proposed an experiment to simulate the acquisition of a behavior in a rat. You may be interested in what to do if you no longer want your imagined experimental rat, or a real animal or human, to continue to produce the acquired behavior. Chapter 3 in your textbook explains extinction, the phenomenon that Pavlov demonstrated to determine how to reduce and ultimately extinguish an acquired behavior. Your text also explains how to bring that behavior back, which is called spontaneous recovery.
This week you will explain how you would design your proposed experiment to elicit both extinction and spontaneous recovery of the target behavior in your rat.
To prepare for this assignment:
• Review the assigned pages in Chapter 3 of the course text, Learning and Behavior. Focus on the section titled, “Extinction of Conditional Responses.”
• Review the assigned section, Extinction and Spontaneous Recovery, of Psychology, Core Concepts.
• Review the experiments detailed in the Rescorla article to aid you in considering how you will conduct this part of your experiment.

Explain your position regarding whether the Good Samaritan law applies to a registered nurse working at an assisted living facility in your state or region.

Conflict Between Employer Policy and Professional Code of Ethics
Note: Before completing this Discussion, please familiarize yourself with the Week 2 Discussion Rubric located in the Course Information area of the course navigation menu.

Assisted living facilities give older adults a sense of independence, even though these adults need help with daily activities. Typically, the staff at these facilities is available around the clock to assist residents. Because of the nature of assisted living facilities, staff and/or residents might become involved with helping someone in distress. Although this help is often necessary, it can involve complex challenges, including possible legal issues.

Good Samaritan doctrine is a legal principle that prevents a rescuer who has voluntarily helped a victim in distress from being sued for “wrongdoing.” Its purpose is to encourage people to help strangers in need without fear of legal repercussions should they make a mistake in treatment.

Good Samaritan laws vary from jurisdiction to jurisdiction and generally do not apply to medical professionals or career emergency responders while on the job. Some of these laws, however, extend protection to professional rescuers when they are acting in a volunteer capacity.

To prepare for this Discussion, watch the CBS video, “911 Recording: Nurse Refuses to Give CPR to Dying Woman.” Analyze the Good Samaritan law in your state, and review the Tunson article in this week’s Learning Resources. As a health care administrator, analyze how Good Samaritan laws and health care laws and ethics apply to the situation in the CBS video. What are the conflicts? How does the professional code of ethics apply to this situation?

Post by Day 3 an explanation of your position regarding whether the Good Samaritan law applies to a registered nurse working at an assisted living facility in your state or region. Explain whether the nurse might have an ethical or legal obligation to provide CPR. Support your position by referencing your state’s or region’s Good Samaritan law, the ACHE Code of Ethics, and ethical standards.

General Guidance on Discussion Posts: Your original post, due by Day 3, will typically be 3–4 paragraphs in length as a general expectation/estimate. Refer to the Week 2 Discussion Rubric for grading elements and criteria. Your Instructor will use the rubric to assess your work.

Analyze the way in which the two (2) countries that you have researched provide services and benefits to its citizens without collecting personal income taxes.

Analyze the way in which the two (2) countries that you have researched provide services and benefits to its citizens without collecting personal income taxes.

In a recent news article located at http://www.nbcnews.com/business/economy/heres-where-your-federal-income-tax-dollars-go-f654971, NBC News reported that the U.S. Government spends $3.6 trillion per year to fund Social Security, Medicare, homeland defense and safety, education, transportation, and the interest on debt obligations. In spite of the services and benefits that the government provides, many taxpayers dread paying income taxes but consider them a necessary evil. Consequently, there is much debate about the inequities contained within the tax code, due to tax shelters and tax credits provided to some taxpayers which thereby increase the tax burden on others.

Using the Internet or Strayer Library, research at least two (2) countries that have a zero income tax rate.

Write a four to five 5 pages paper in which you:

Analyze the way in which the two (2) countries that you have researched provide services and benefits to its citizens without collecting personal income taxes.
For the countries that you have chosen, determine whether or not the U.S. could adopt their taxation model without reducing its total amount of revenue generated by collecting personal income taxes from individuals and business. Justify your response.
Suggest at least three (3) advantages and three (3) disadvantages of the U.S. adopting a zero income tax model. Provide a rationale for your response.
Create a proposal for where the revenue would be derived if the U.S. were to adopt a zero income tax model. In your response, provide specific recommendations concerning the following:
The proposed tax base.
Whether or not tax payers at certain income levels should be exempt from taxation.
The primary way in which the IRS would calculate the tax rate in order to ensure that the same level of tax revenue would still be collected.
The primary way in which your plan will achieve equity.
Speculate on the primary way in which the federal government could make up any shortfalls if it does not collect its targeted revenue from personal income taxes, and ascertain the most significant way in which the U.S. Department of the Treasury, through the IRS, can still adhere to its fiscal and monetary policies. Justify your response.
Use at least four (4) quality academic resources in this assignment. Note: Wikipedia and other Websites do not quality as academic resources.
